In response to the energy crisis of the 1970’s the Weatherization Assistance Program (WAP) was instituted in order to improve the energy efficiency of housing for lower income citizens. 

This program has been funded sporadically over the years, but this year additional funding has been provided through the American Recovery and Reinvestment Act of 2009

In response to this expanded initiative the State WAP Plan was developed to implement this program in South Carolina. 

This program is administered by the Governor’s Office of Economic Opportunity through grants to local community action agencies (CAA) who are responsible for selecting eligible homes and providing the weatherization modifications. 

These modifications will begin with an energy audit of the home and identify areas where energy can be saved. 

Then a plan is developed to correct areas of energy loss by installing insulation, energy efficient windows, doors or other improvements to increase the energy efficiency of the home.
